Paul C. Jeffries, Ph.D.
Founder & Managing Director
Dr. Jeffries brings a rare combination of deep technical expertise, entrepreneurial insight, and operational excellence to his role as Managing Director of Slipstream AI Foundry. His distinguished investment record includes pre-IPO investments in notable unicorns such as Slack, Uber, Snapchat, Twitter, SpaceX, Cruise (AI autonomous vehicle company, acquired by General Motors), and Amplitude. Paul served on the Board of Directors for Global Blockchain Acquisition Corp (NASDAQ: GBBK) and is co-founder of FounderPool, a groundbreaking platform that introduced risk diversification structures for startup founders.
During his tenure at Facebook (2007–2016), Paul served as founding Head of Platform Policy & Operations, and for more than half a decade as its Global Head of Legal Operations. He was instrumental in scaling the company from 30 million users to over 1.6 billion, managing global legal, regulatory, and operational initiatives. His leadership directly contributed to the growth and success of platform-based companies such as Zynga and thousands of other startups, creating a thriving developer ecosystem around Facebook. This unique experience provided Paul unparalleled visibility into the global startup community, forming valuable connections that greatly enhance Slipstream's portfolio ventures.
Paul maintains a dynamic presence in global tech innovation hubs including New York, Los Angeles, San Francisco, and Silicon Valley, complemented by extensive international networks in Europe and Asia. An active investor, he continues to leverage relationships and insights from his expansive industry network.
An expert in information theory and foundations of quantum mechanics, and an award-winning Ivy League teacher, Paul had a distinguished academic career. Before serving on the physics faculty at Rice University, he was a research fellow at the Sorbonne in Paris, served on the faculty of the University of Washington, and was a visiting scholar at the University of Chicago. He holds a bachelor's degree in Physics from Princeton University, where as a teen he worked on information theory in physics with John Wheeler, and a Ph.D. in Philosophy from Cornell University, for work in foundations of quantum mechanics.
